Kuwait Introduces New Digital Citizenship System to Streamline Public Services
Kuwait City, 15 October 2023 - The government of Kuwait has officially launched a comprehensive digital citizenship system designed to centralize and automate access to over 200 public services. According to a statement from the Central Agency for Information Technology, this initiative aims to reduce bureaucratic processing times by up to 70 percent, targeting a paperless administration by 2026.
WHAT: The launch of a unified digital platform for e-governance services, known as the 'Kuwait Digital Identity' project. It integrates identity verification, document submission, and payment processing for sectors including healthcare, education, and utilities.
WHO: The Central Agency for Information Technology, in coordination with the Ministry of Interior and the Public Authority for Civil Information, is implementing the system. All Kuwaiti citizens and residents with valid civil IDs will be eligible to register.
WHEN: The system became operational on 1 October 2023, with phased rollout across all governorates expected to be completed by March 2024. A full transition to mandatory digital applications for select services is scheduled for the second quarter of 2024.
WHERE: The platform is accessible via a dedicated mobile application and an online portal. Physical service centers in Kuwait City, Ahmadi, and Jahra will be equipped with self-service kiosks to support digital onboarding.
WHY: Officials cited a need to enhance efficiency, reduce corruption opportunities, and meet the growing demand for remote service access, particularly accelerated by post-pandemic digitalization trends. The initiative aligns with Kuwait's Vision 2035 economic diversification plan, aiming to improve the business environment and quality of life for 4.2 million residents.
HOW: Users must download the app, verify their biometric data at authorized kiosks, and create a secure account using their civil ID. The platform utilizes blockchain technology for document verification and is integrated with the national payment gateway, KNET, to ensure transactional security.
