A neighbor's brand new, expensive daphne joy rose bush was ripped out by a hired landscaping crew who 'didn't have the right address'—but instead of replacing it, the company is now billing the homeowner for the 'extra labor' to replant it. Meanwhile, we've got traffic cones blocking a pothole on Elm for three weeks. Just fix the roads and pay for the flower, people. It's not rocket science.
