Kuwait Implements Mandatory Digital ID for All Citizens and Residents to Combat Fraud
KUWAIT CITY – The government of Kuwait has officially mandated the use of a new biometric digital identification system for all citizens and foreign residents, effective immediately, as part of a sweeping national security initiative aimed at eliminating identity fraud and unauthorized access to government services.
The directive, issued by the Ministry of Interior in coordination with the Public Authority for Civil Information, requires every individual over the age of 15 to register their biometric data, including fingerprints and facial scans. This data will be linked to a secure digital profile that will be required for accessing healthcare, banking, travel, and all public services.
Officials stated that the move is a response to an alarming increase in identity theft cases and the use of forged documents to obtain residency permits and employment contracts. "This digital transformation will secure the integrity of our national database, ensuring that every service is delivered to the correct, verified individual," a ministry spokesperson confirmed during a press briefing.
Implementation began on Monday, with temporary field registration centers established across all governorates. Enforcement for non-compliance includes the suspension of civil services and potential legal penalties. The initiative aligns with Kuwait's broader Vision 2035 development plan, which prioritizes smart governance and cybersecurity.
