So they just sit on the sidelines while out-of-state investors snatch up every fixer-upper with cash. Common sense says if we're going to spend billions on these programs, actually make sellers accept them or cut the red tape. It's just another handout for the banks, not for the people who served. Use it or lose it, I guess—and we're clearly losing it.
