**WASHINGTON, D.C. —** Representative Chip Roy (R-TX) has formally introduced the "Fiscal Responsibility and Accountability Act of 2025," a legislative measure designed to impose strict spending caps on discretionary federal programs over the next decade.
**WHAT:** The proposed bill mandates a 2% annual reduction in non-defense discretionary spending and establishes a statutory limit on federal debt accumulation. It also includes a "sunset provision" for any new federal program created after fiscal year 2025, requiring reauthorization every five years.
